PITCH kick-starts UHC debates in Ukraine

PITCH has launched a national-level debate among key civil society and government stakeholders in Ukraine about universal health coverage (UHC). At a meeting on 24 April, PITCH partner Alliance for Public Health organised a consultation to develop joint civil society advocacy asks in relation to UHC. They also took the opportunity to share the findings from recent PITCH-funded research on the challenges and opportunities for integrating the HIV response into UHC, which includes evidence from Ukraine.

In addition to HIV-focused organisations, there were participants representing organisations working on tuberculosis, officials from the ministry of health, and the senior advisor of the Vice-Prime Minister. The participants agreed to create a platform for discussing UHC issues, and to organise a large event to consult with a wider group of stakeholders. In addition, an expert group will be established to inform the national agenda on UHC and prepare the Ukrainian delegation for the UN High-Level Meeting on UHC in September.

Issues related to the access to healthcare are much broader than HIV, tuberculosis or hepatitis. They are structural.

Anton Basenko, PITCH Country Focal Point in Ukraine, said: “The meeting was a momentous opportunity to raise important issues for all key populations. Issues related to the access to healthcare are much broader than HIV, tuberculosis or hepatitis. They are structural. Together with our partners we successfully initiated the debate and promoted UHC on the national level. This work is fundamental for building and strengthening the alliance for ensuring UHC for all. In Ukraine, UHC is more than ever relevant as it is yet to be seen how the present government’s obligations for the health reform (2019-2022) will be met by the new government.”

APH is the only representative from Ukraine and Eastern Europe and Central Asia region in the Civil Society Engagement Mechanism of  the UHC2030 movement.
