EU’s Levers to End HIV/AIDS in Ukraine

Ukraine has long faced significant challenges in addressing its HIV/AIDS epidemic, which is one of the largest in the Eastern Europe and Central Asia region. Prior to the war, the country made notable strides in HIV prevention, treatment, and support for key populations, largely through a collaborative approach involving the government, civil society, and international donors like the Global Fund and PEPFAR. However, the ongoing conflict has severely disrupted the healthcare system, creating new barriers to treatment and exacerbating the vulnerabilities of people living with HIV. Ukraine’s path to EU membership offers a unique opportunity to reform its HIV/AIDS policies, enhance human rights protections, and integrate international best practices into its healthcare system. In February 2024, Aidsfonds, Friends of the Global Fund, and the Alliance for Public Health Ukraine convened stakeholders from Ukrainian authorities, EU institutions, the European Centre for Disease Prevention and Control (ECDC), the UN, and civil society to discuss Ukraine’s AIDS response and the EU’s potential role in advancing it. The recommendations in this policy brief have been developed by the organisers, based on and elaborating upon these discussions.

Children and Adolescents Affected by HIV & AIDS – Expenditures, Needs and Resource Gaps

A new report by the Coalition for Children Affected by AIDS sets out what funds are being spent on children and adolescents affected by HIV, where, how much, by whom, and where the gaps are.  The report analyses spending in all low- and middle-income countries , including the 21 countries that account for 80% of child HIV. And for three countries—Kenya, Uganda, and Cameroon—this new report provides particular detail.

Dangerously Off Track – Executive Summary

This is the executive summary of the report 'Dangerously Off Track - How Funding for the HIV Response is Leaving Key Populations Behind'. This report is the most comprehensive analysis of funding for the HIV response, and is a call to action for the global community to urgently increase funding for key populations. Without it, the goal of ending AIDS as a public health threat by 2030 may very well be out of reach. In 2022, 80% of new HIV infections outside of sub-Saharan Africa, and 25% of infections in sub-Saharan Africa, were among key populations and their sexual partners. But funding for the HIV response is nowhere near what’s needed to provide comprehensive prevention, treatment, and empowerment activities for these groups. In 2023, there was a shortfall of 95.5% of needed funding for comprehensive prevention for key populations.
