This toolkit, developed by INPUD, empowers communities of people who use drugs to build effective advocacy strategies aligned with the Global AIDS Strategy 2021–2026 and the 2021 Political Declaration on HIV and AIDS. Centered on the 10-10-10 and 30-80-60 targets, the training module includes interactive activities, educational content, and adaptable resources to support human rights-based advocacy. It also features a legal assessment toolkit to strengthen engagement in key policy spaces like National Strategic Plans and Global Fund processes.

Implemented in countries including South Africa, Nigeria, and Indonesia, the toolkitalready contributed to impactful advocacy—such as SANPUD’s leadership during Africa Policy Week and DHRAN’s success in securing decriminalisation funding in Nigeria’s GC7 grant. Supported by UNAIDS, the Love Alliance, and the Robert Carr Fund, this initiative is helping to shape more inclusive, community-led HIV responses. Read the toolkit here.
