Drawing on a global literature review and consultations with stakeholders across six continents, it identifies the legal, financial, and structural barriers that hinder effective community leadership. The paper outlines practical recommendations for governments, donors, and multilaterals to strengthen community‑led responses, expand societal enablers, and advance progress toward global HIV targets.

Direitos Humanos para Todos!

Este relatório apresenta dados sobre violações dos direitos humanos contra mulheres, homens e transgéneros trabalhadores de sexo, documentadas entre Novembro de 2024 e Dezembro de 2025 no âmbito do programa Hands Off. Durante este período, foram eportados 2.917 casos por trabalhadores de sexo em Moçambique, Zimbábue, Eswatini, Angola, África do Sul e Zâmbia. As informações foram recolhidas por educadores de pares, defensores dos direitos humanos, paralegais, equipas de resposta a crises e trabalhadores de sexo. Todos eles desempenham um papel vital na prestação de apoio em toda a região. Quando um(a) trabalhador(a) de sexo procura assistência, o incidente é registado utilizando software seguro e confidencial para garantir a privacidade e a precisão. Embora este relatório forneça informações importantes, ele captura apenas um instantâneo da realidade enfrentada pelos trabalhadores de sexo. Os dados reflectem casos documentados nos locais de implementação do Hands Off, o que significa que muitas violações permanecem invisíveis e não registadas. Por detrás de cada estatística está uma pessoa cujos direitos fundamentais foram violados. Um lembrete poderoso de que estes números contam apenas parte da história.

Human Rights for All!

This report presents data on human rights violations against female, male and transgender sex workers documented between November 2024 and December 2025 under the Hands Off programme. During this period, 2.917 cases were reported by sex workers across Mozambique, Zimbabwe, Eswatini, Angola, South Africa, and Zambia. Information was collected by peer educators, human rights defenders, paralegals, crisis response teams, and sex workers. They all play a vital role in providing support throughout the region. When a sex worker seeks assistance, the incident is recorded using secure and confidential software to ensure privacy and accuracy. While this report provides important insights, it captures only a snapshot of the realities sex workers face. The data reflects cases documented within Hands Off implementation sites, meaning many violations remain unseen and unrecorded. Behind every statistic is a person whose fundamental rights have been violated. A powerful reminder that these numbers tell only part of the story.
