This systematic literature review, conducted by KHANA summarises the current evidence for the added value of working on and measuring empowerment, inclusion and agency for key populations, and links this to HIV prevention outcomes. It highlights the need for more consistent measurement of empowerment, inclusion and agency as immediate programme outcomes.
