The Community Leadership and Societal Enablers (CLSE) White Paper examines the gap between global HIV commitments and the realities faced by community‑led organisations. Drawing on a global literature review and consultations with stakeholders across six continents, it identifies the legal, financial, and structural barriers that hinder effective community leadership. The paper outlines practical recommendations for governments, donors, and multilaterals to strengthen community‑led responses, expand societal enablers, and advance progress toward global HIV targets. The report is available for download in English, French, Arabic, and Portuguese.
The report is complimented by a Roadmap. This Roadmap identifies global and regional spaces where progress and additional commitments on Community Leadership and Societal Enablers can be made.
