Consultancy: Mid-term review of our strategy

Aidsfonds – Soa Aids Nederland is looking for an external, independent consultant to do a mid-term review (MTR) of the 2022-2025 multi-year strategy. We're looking for a consultant who is available to start in February 2024, as described in the timeline.

The outcomes of this MTR contribute to three objectives:

  1. Gain insight into progress and results: by mapping what we have achieved so far in relation to the planned results in 2025.
  2. Learning from what goes well and what goes differently than planned: by looking at whether what we are doing is working, and learning from what goes differently than we intended.
  3. Underpinning our decision-making: on what we need to focus on in the final year of the current strategy (2025) and beyond to achieve our mission and goals.


Aidsfonds – Soa Aids Nederland is looking for a consultant who is available to start in February 2024, as described in the timeline. In doing so, we are using the following dates and budget:

Deadline to respond: Friday 12 January 2024

Conversations will take place on: Monday 22 January 2024

Period mid-term review: Monday 5 February 2024 – Friday 27 September 2024

Budget indication: € 130.000

Consultant or organisation profile

We are looking for an enthusiastic, knowledgeable and flexible consultant (or consortium of consultants) with broad MEAL expertise and excellent skills to lead a process. Collaboration between consultants/teams/experts from the South and North is recommended. We believe the following background or characteristics are further appropriate for the assignment:

  • A university degree in social science, international public health, governance & policy, organisational anthropology, or similar experience;
  • Expertise in monitoring and evaluation, particularly with change processes in areas of work such as HIV, sexual health and rights, gender and power relations, shared decision-making with communities, and influencing national and international policies;
  • Experience with qualitative methodologies such as most significant change, storytelling, and contribution analysis;
  • Genuine curiosity about how things work while not being afraid to ask questions;
  • Can work in both Dutch and English. This can also be done by doing the application in collaboration with other consultants;
  • Appropriate to the method and approach we described in the ToR.
