Call for Consultancy: Police training manual development
In 2020, Aidsfonds partnered with the Southern African Regional Police Chiefs Co-operation Organisation (SARPCCO). The organisation was formed in 1995, and from 2006 is a standalone sector under the Inter-State, Defence and Security Committee of the SADC Organ on Politics, Defence and Security Cooperation. The Institution works towards the prevention and fighting of cross-border crime and is a benchmark for international police cooperation. SARPCCO as a regional organisation is supported by the Regional Bureau of INTERPOL in Harare which coordinates its activities and programmes.
In 2012, SARPCCO developed an HIV and AIDS trainer and learner manual to train police officers in the region. Under Aidfonds’ Hands Off programme, funded by the Embassy of the Kingdom of the Netherlands in Maputo, the current SARPCCO manual will be updated. The updated manual will respond to a new context, and current needs and contemporary trends surrounding HIV and AIDS, STIs, TB, Malaria and other related co-morbidities in the SADC region. The development of the new versions of the SARPCCO trainer and reader manuals will be informed by an available context analysis and needs assessment report.
Consultancy
Aidsfonds is looking for a consultant to develop a learner and training manual and who supports the development and customising of the existing content to suit law enforcement officers (LEOs) needs as described in the Terms of Reference. The consultant will structure, summarize and edit existing content and develop new content into a draft manual that will be reviewed by Aidsfonds and SARPCCO. Phase deliverables will be agreed upon in the project work plan that is developed by the consultant. The consultant will mostly focus on consolidating and developing new content where necessary as per the manual aim, topic outline, objectives, and sessions already available.
Deliverables
A comprehensive well-written training module (in English), with a two-three day curriculum for law enforcement officers. Including the learner and trainer manual, with session briefs, handouts, and resource material. Specified in the project work plan.

3. Financial proposal including the daily rate and indication of the number of days needed.
